What a Strong IMO Contains (and How to Ask for One)

The Independent Medical Opinion (IMO) is the attachment that ties your claim to you — it carries diagnosis, severity, and nexus. Check whether yours is complete.

CRITICAL — THE LINE THAT GIVES AN IMO ITS WEIGHT

The provider must specifically state that all available medical records were reviewed. The Board gives far more weight to an opinion built on the full record — an opinion that does not say the records were reviewed is easy to discount. Make sure the letter includes a clear line such as:

“I have reviewed all available medical records, including the veteran’s service treatment records and relevant private and VA treatment records, prior to rendering this opinion.”

The magic words

A strong IMO states that all available medical records were reviewed, then says the condition is at least as likely as not caused or aggravated by service or a service-connected condition — with a stated rationale. AVOY never writes the opinion; it comes from a licensed provider.
