A denial or a low rating is not the end of the road — it is a fork in it. Under the modern Appeals Modernization Act (AMA) system, you have three separate lanes to challenge a decision. Picking the right one is half the battle, because each lane is built for a different problem.

Start by diagnosing the denial
Before choosing a lane, read your decision letter and figure out why you were denied. Was evidence missing? Was the right evidence there but mis-weighed? The reason points directly to the lane.
Lane 1: Supplemental Claim
You submit new and relevant evidence the VA did not have before — a nexus opinion, severity records, a buddy statement. Best when something was missing from the original claim. This is the most common and often the most effective next step.
Lane 2: Higher-Level Review (HLR)
A more senior reviewer takes a fresh look at the same evidence to find an error in how it was decided. You do not add new evidence. Best when you believe the facts were already there but the decision got it wrong.
Lane 3: Board Appeal
A Veterans Law Judge reviews your case, with options for a hearing and for submitting new evidence, for more complex or higher-stakes situations. It typically takes longer but puts your case in front of a judge.
Mind the deadline
Appeal windows apply — often one year from the date of your decision — and the right form depends on the lane. Always confirm the current deadline and form on VA.gov before you file so you protect your effective date.
